Memo No. 6626-2CH-71/4017
Chandigarh,dated the 11/10/1971
Sub: Disposal of surplus evacuee lands- assistance of the field Revenue Staff.
Government have decided to dispose of approximately 1,70,000 acres of surplus rural evacuee agricultural land in the state by way of transfer to the Harijans and Rai Sikh occupants from Rabi 1970 by auctions restricted to the members of Scheduled Tribes/Castes. The Rehabilitation Department have already issued two Press Notes, both dated October 6, 1971 copies of which have since been sent to you vide their endorsement No. 21201, dated October 7, 1971. This work has to be finished within a period of 8 to 10 months and accordingly, that department has drawn up a time schedule. Both the restricted auctions and the work relating to the transfer of land to the eligible occupants will be undertaken simultaneously w.e.f. November 15, 1971. In the first phase of the work ending December 31, 1971 besides conducting restricted auctions in certain districts, applications received from the Harijan and Rai Sikh occupant’s will be taken up for disposal.
2. The task before the Rehabilitation Department is heavy and unless done on emergent basis, it will not be possible to accomplish it within the prescribed period. Further the success of the programme drawn up by them will largely depend upon the active co-operation of the Patwaris and Girdawars. The Patwaris of the villages will be required :
3.Further their services as also the services of Girdawars will be required for determining evacuee lands, particularly in the ‘Bet’ area where despite consolidation, “Wat___’ does not exist for putting the auction purchasers in possession of the lands purchased by them.
4.Keeping in view the anxiety of Government to finish the work within the scheduled period, you are requested to issue necessary directions to the field staff to render every possible help/assistance required by the Tehsildars (Sales)/Naib Tehsildar (Sales) so that the work is completed within the prescribed period without delay and is not held up or retarded because of any laxity on the part of the field revenue staff.
