Memo No.PA/JSR(L)95
Chandigarh,dated the 22/9/95
Sub: Relief to the rains/ floods victims
There are cases where poor people own a house which is used for living, cattle living and fodder also and such damaged house shall fall in the category of being eligible for providing relief. There are instances where the land is on lease with the tenants and the landowners get the girdawari done in their names so as to bypass the provisions of the Tenancy Laws. In such cases you shall ensure relief of the damaged crop to those landholders, who have genuinely suffered the loss. Likewise where the land is on Batai the tenants / cultivators shall get their share of the relief in case of damage to the crops. In addition there are cases where big landowners have got their land on Seeri i.e. 4th or 5th share. You shall ensure their proper verification so that the relief is given to the workers/ cultivators proportionate to their Seeri share. Such verification should be done in the villages with the help of Panchayats.
