(III) RELIEF MEASURES :

(a) Steps taken by the State Government

(i) Financial relief to victims etc. : Actual requirement is given in Annexure-A. The amount disbursed so far is as follows:

  • o Gratuitous Relief for Crop Loss : Rs. 3.24 crores
  • o Ex-gratia for loss of life : Rs. 6.00 Lacs
  • o Assistance for loss of houses : Rs. 2.72 Lacs
  • o Assistance for loss of live stock : Rs. 0.55 Lacs
  • o Assistance for supply of fodder : Rs. 0.14 Lacs

(ii) Rescue and relief : Rs. 0.07 Lacs

(iii) Restoration: Rs. 14.00 crore (This amount was spent on restoring the flood protection works damaged during the previous year.)

(b) Assistance provided by the Government of India: Nil (Except for its contribution to CRF)

(IV) PREPAREDNESS :

(a) Preventive action taken and its benefits : The government executed flood protection works ahead of the flood season.

(b) Long term measures taken/proposed to be taken : The state government executed a number of capital projects for controlling floods on permanent basis. New drains were excavated and some of the drains were reconditioned. Embankments, spurs and studs were constructed on river banks to tame the river water flow. The total cost of the projects was Rs. 51.28 crores and this amount was made available from the state budget.

(c ) Community participation and awareness programmes : Tree plantation work was done in the river banks/bunds with the help of the people.

(V) MISCELLANEOUS :

(a) Documentation/studies/research work done : The details of the calamities are documented district wise.

(b) Impact evaluation of relief measures undertaken : Satisfactory

Total Relief Required : Annexure – A.

(ii) System of Calamity management mechanism and machinery adopted by the State : The Financial Commissioner Revenue and Secretary Revenue is the Relief Commissioner for the State. At the district level the Deputy Commissioner-cum-District Magistrate is the Head of Relief Organization. He in consultation with the people’s representatives and officers of other Departments including the Irrigation Department finalizes the list of Flood Protection Works to be under taken before the onset of the rainy season. The works are prioritised. The State Government considers the proposals and releases the funds. The works are executed by 30th of June. The flood contingency plans for the districts are also prepared. This plan contains details about setting up of control room, setting up of relief camps and constitution of official teams for assessment and disbursement of flood relief.

The state Government also undertakes capital works to control floods and water logging in the State on permanent basis. This includes digging up of new drains and construction of spur, studs and embankments on the rivers.
